CJP takes Suo Moto Notice of Private Universities in Punjab

Chief justice of Punjab Mian Nisar took Suo Moto notice of private universities of Punjab on Saturday (29/9/18). The action of notice took place prior to a petition registered about a student who was not being provided with his degree from an affiliate college of University of South Asia. The petition was being preceded by a bench of three-members headed by CJP. During the hearing, a member of Higher Education Commission (HEC) brought into knowledge of the bench that the affiliations with colleges made by University of South Asia were without consent. Later the bench ordered the Punjab advocate general to submit a report after gathering all the details about the private universities and affiliated colleges. During the hearing CJP talked to HEC representative about his concerns about the current education system of Pakistan and role of private universities in ruining the standards of educational institutes. He remarked:-

“An institute should not only be issuing degrees but also have teachers to educate,” the HEC representative said.

To this, the chief justice remarked, “They are defrauding people and have ruined the education system.”

“Since when are these universities operating and how much fees do they charge?” Justice Nisar further asked.

The chief justice then directed that criminal cases should be registered for “opening campuses against the law”. “I will see who comes for their bail,” Justice Nisar remarked.

The University Of South Asia established in 1987 with the name as National College of Computer Sciences (NCCS) is a private university located in Lahore Punjab. It has three campuses in Lahore in

All the undergraduate and graduate courses being taught and degrees awarded at the university are recognized by the Higher Education Commission of Pakistan.

An affiliated university with Higher Education Commission (Pakistan) will have a larger system and the academic policies designed by them will be under their guidelines. Such type of universities, usually have a right kind of infrastructure and efficient faculty provided by the government. Fee structure will be of modest type for students. The implementation of government provided syllabus is assured. The working of administration of university remains constantly under check of HEC. Affiliated universities have more steady flow of study material and the exams are conducted under supervision of the HEC.
