Cabinet Committee On Institution Reforms Approves To Rename CSS to CSP

The Cabinet Committee on institution reforms has accepted the proposal to rename Central Superior Services (CSS) to Central Services of Pakistan (CSP). According to the chairman of the cabinet, CSS did not seem appropriate so it must be renamed. In this regard, the recommendations and proposals have been sent to the concerned authorities and they have approved them. Besides this, the committee has approved various proposals including a special cadre for doctors and engineer’s foreign posting, promotion criteria of officers, and a task force on institutional reforms. It was also pointed out that there are many professions such as doctors and engineers that have limited progression in their careers so the main need is to group their careers separately so that they can excel in their careers respectively. 

Implementation Plan

For the implementation of the proposals approved by the institution reforms cell, a subcommittee has been formed that will monitor the month's progress and review all the points, and will take further decisions. The major focus is on the formulation of the four career domains that include social, technical, economic, and administrative. As per the approved proposals, future posting will be made based on the experience and the performance after evaluating the reports of the individual. For the selection of the candidates for the foreign posting, the process will be competitive and only the eligible candidates meeting the devised criteria will be able to grab the career-advancing opportunity. The candidates will be appointed for 3 to 5 years in the various ministries after the completion of the foreign assessment. 

Foreign-Funded Training

Various foreign-funded training assistance programs have also been offered to provide the opportunity to the candidates to work at the international level. For this established division secretary will decide about the foreign training programs for the civil servants. Moreover, the government of Pakistan will also grant scholarships through the higher education commission for the training of civil servants. In this context, the federal government will devise the strategy regarding the availability of the funds from the regular budget apart from the funded training at the international level.
