INVITATION FOR SEALED TECHNICAL & FINANCIAL PROPOSALS

Swat Institute of Medical Sciences & Research Centre Private Limited (SIMS & RC PVT LTD) invites sealed technical and financial proposals from reputed, experienced, and financially sound healthcare vendors, medical equipment manufacturers, or consortia for the outsourcing, installation, and operationalization of a state-of-the-art Cardiac Catheterization Laboratory (Cath Lab) and Cardiac OT on a public-private partnership / revenue-share / Fixed-Rent / Fixed-Fee Model / lease basis.

1. SCOPE OF WORK

SIMS & RC PVT LTD will provide the designated physical space within the hospital premises. The selected vendor will be solely responsible for:

1	Equipment Supply	Procuring, installing, and commissioning all required high-end Cath Lab machinery, medical equipment, and backup power systems.
2	Operationalization	Managing day-to-day operations, including providing specialized technical and nursing staff.
3	Cardiac OT and Availability of Cardiac Surgeon	Installation of all requirements for a cardiac surgery setup with the services of a qualified and experienced cardiac surgeon available/on-call to support cardiac interventions, surgical backup, and management of cardiac emergencies associated with the proposed Cath Lab.
4	Regulatory Compliance	Securing all necessary licenses, permits, and quality certifications from relevant regulatory authorities (e.g., Radiation Safety Boards, Ministry of Health, local municipal bodies) before commencing operations.
5	Maintenance	Handling complete Comprehensive Annual Maintenance (CAMC) and updates of the machinery.

2. PROPOSAL SUBMISSION GUIDELINES

Interested parties must submit a comprehensive proposal detailing:

Company profile, financial standing, and track record in managing similar Cath Lab & Cardiac OT projects.
Technical specifications of the equipment proposed for installation.
Operational model, staffing plan, and quality control protocols.
Financial model, including investment layout and proposed revenue sharing or commercial terms.

3. REVIEW PROCESS

All submitted proposals will be open to interactive discussion, negotiation, and refinement to ensure a mutually beneficial partnership.
