FOR STUDENTS OF BALOCHISTAN**
Applications are invited under the project titled “Law Graduates Scholarship Programme for Balochistan for Study Abroad – HEC” for the award of scholarships in the following categories:
Indigenous LLM
Foreign LLM
Foreign PhD
Applicants must fulfill all of the following conditions:
a) Must possess a valid Domicile / Local Certificate of Balochistan.
b) Maximum Age Limit (as on the closing date):
LLM: 30 years
PhD: 35 years
c) Must have completed LLB / LLM from an HEC-recognized Degree Awarding Institute, with at least 50% marks in the Bachelor’s degree.
d) Must secure a minimum of 50% marks (cumulative test score) in the HEC Aptitude Test.
e) Must have acquired the requisite academic qualification on or before 13 January 2026.
f) Result-waiting candidates are NOT eligible to apply.
g) Applicants already availing any other scholarship are NOT eligible.
a) Eligible applicants will be shortlisted based on aptitude test scores and academic credentials.
b) Scholarships will be awarded strictly on merit.
c) 15–20% of scholarships will be reserved for the children of victim families (martyred or severely injured) of the August 8, 2016 blast in Quetta, subject to fulfillment of eligibility criteria.
d) In case of non-availability of eligible candidates from victim families, the reserved scholarships will be allocated on merit to other applicants.
e) Applicants must meet HEC as well as university eligibility requirements for admission in LLM and PhD programs.
f) Indigenous LLM Scholarships will be awarded only for study in HEC-recognized Public Sector Universities / Institutions and in HEC-approved programs.
g) Applicants for Foreign LLM and PhD scholarships must provide an admission offer from universities ranked within the Top 500 as per QS World University Rankings.
h) The merit list will be prepared based on online information provided by applicants. Any misrepresentation, omission, or error may lead to cancellation of the scholarship at any stage.
i) Applicants already employed must belong to a law-related field, such as:
Practicing Advocates
Judicial Officers
Law Faculty Members
Prosecutors from Prosecution Departments
The Scholarship Management Committee will review the cases of employed applicants, and its decision shall be final and non-challengeable.
j) Serving employees must provide a No Objection Certificate (NOC) and study leave approval from their respective organizations.
k) Only applicants meeting all eligibility criteria and requirements will be considered for shortlisting.
l) HEC reserves the right to postpone or cancel the scholarship process at any stage without assigning any reason.

Hard copies of applications or documents are NOT required at this stage.
A test fee of Rs. 1,000/- must be deposited via 1LINK 1Bill Invoice using participating banks, ATMs, Internet Banking, or Mobile Banking.

Enter the Consumer Number generated by the HEC portal
Verify details and complete payment
(Note: Test fee is non-refundable and non-transferable)
After fee submission, click on “Verify Online Payment” on the scholarship dashboard.
Applicants must submit the completed online application.
Saved or incomplete applications will NOT be entertained.
